with or without the reference, may institute the appropriate
criminal proceedings under this title.

(c) Nothing in this title limits the power of this State to
punish any person for any conduct which constitutes a crime by
statute or at common law.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

Washington County - Fire, Rescue, and Ambulance Services

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 22 - Washington County

FOR the purpose of authorizing the Washington County
Commissioners to adopt certain rules and regulations
relating to volunteer fire, rescue, and ambulance services
in the County; requiring any such service to be approved by
the County Commissioners and the Washington County Volunteer
Fire and Rescue Association, Inc.; providing for the
approval of loans for Washington County volunteer fire and
rescue companies for certain purposes in the amounts and
upon the conditions as approved by the Board of County
Commissioners; providing certain sanctions and penalties for
persons and organizations that are not in compliance with
the requirements; making this Act an emergency measure; and
generally relating to fire, rescue, and ambulance services
in Washington County.
