LAWS OF MARYLAND

FOR MULTIPLE VIOLATIONS IN A SINGLE PROCEEDING OR A SERIES OF
RELATED PROCEEDINGS OF THIS TITLE; OR

(5) TAKE ANY COMBINATION OF THE ACTIONS SPECIFIED IN
THIS SUBSECTION.

11-702.

(A)  Whenever it appears to the Commissioner that any person
[has engaged or] is about to engage in any act or practice
constituting a violation of any provision of this title or any
rule or order under this title, he may in his discretion bring an
action to [enjoin the acts or practices and to enforce compliance
with this title or any rule or order under this title. On proper
showing a permanent or temporary injunction or restraining order
shall be granted and a receiver or conservator may be appointed
for the defendant or the defendant's assets. The court may not
require the Commissioner to post a bond.] OBTAIN 1 OR MORE OF THE
FOLLOWING REMEDIES:

(1)  A TEMPORARY RESTRAINING ORDER; OR

(2)  A TEMPORARY OR PERMANENT INJUNCTION.

(B)  WHENEVER IT APPEARS TO THE COMMISSIONER THAT ANY PERSON
HAS ENGAGED IN ANY ACT OR PRACTICE CONSTITUTING A VIOLATION OF
ANY PROVISION OF THIS TITLE OR ANY RULE OR ORDER UNDER THIS
TITLE, THE COMMISSIONER MAY IN HIS DISCRETION BRING AN ACTION TO
OBTAIN ONE OR MORE OF THE FOLLOWING REMEDIES:

(1)  A TEMPORARY RESTRAINING ORDER;

(2)  A TEMPORARY OR PERMANENT INJUNCTION;

(3)  A CIVIL PENALTY UP TO A MAXIMUM AMOUNT OF $2,500
FOR A ANY SINGLE VIOLATION AND UP TO A MAXIMUM AMOUNT OF
$25,000 FOR MULTIPLE VIOLATIONS IN A SINGLE PROCEEDING OR A
SERIES OF RELATED PROCEEDINGS OF THIS TITLE;

(4)  A DECLARATORY JUDGMENT;

(5)  THE APPOINTMENT OF A RECEIVER OR CONSERVATOR FOR
THE DEFENDANT OR THE DEFENDANT'S ASSETS; AND

(6)  ANY OTHER RELIEF AS THE COURT DEEMS JUST.

(C)  THE COMMISSIONER MAY NOT BE REQUIRED TO POST A BOND IN
ANY ACTION UNDER THIS SECTION.

11-703.

(a) (1) A person is civilly liable to the person buying a
security from him if he:
