AN ACT concerning

Surface Coal Mining - Bond Supplement Reserve

FOR the purpose of requiring the Secretary of Natural Resources
to establish within the Bituminous Coal Open-Pit Mining
Reclamation Fund a bond supplement reserve to be used for
certain funding purposes concerning reclamation of areas
mined by the open-pit or strip method; defining a certain
term; repealing certain lien provisions; providing for the
funding of the bond supplement reserve under certain
conditions; providing for the disposition of funds in the
bond supplement reserve; requiring the Secretary to notify a
certain unit of government at certain times before spending
certain funds from the bond supplement reserve; prohibiting
the Department of Natural Resources from using money from
the bond supplement reserve for certain purposes unless
approval is given by a certain unit of government requiring
the Secretary of Natural Resources to notify certain units
of government at certain times about certain funding of the
bond supplement reserve; requiring the Secretary to meet and
confer with the Land Reclamation Committee before obligating
funds from the bond supplement reserve; altering the
assessments charged, under certain conditions, for each ton
of coal removed by the open-pit or strip method; and
generally relating to the bond supplement reserve in the
Bituminous Coal Open-Pit Mining Reclamation Fund.
