property.
(C) IN FREDERICK COUNTY, THIS SECTION DOES NOT APPLY TO THE
CONTRACT FOR SALE OR NEGOTIATION FOR SALE OF PROPERTY ZONED
INDUSTRIAL, COMMERCIAL, OR BOTH INDUSTRIAL AND COMMERCIAL, IF A
PLAT IS APPROVED AND RECORDED IN ACCORDANCE WITH THIS ARTICLE
PRIOR TO THE TRANSFER OF LAND.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning
Prince George's County - Community College Minority Business -
Bids and Contracts
PG 402-89
FOR the purpose of requiring the Board of Trustees of Prince
George's Community College to establish a mandatory minority
business utilization program; requiring that regulations
implementing the program include certain waiver provisions;
providing for the termination of this Act; and generally
relating to the requirements for procurement by Prince
George's Community College.
BY repealing and reenacting, with amendments,

Section 16-408
Annotated Code of Maryland
(1985 Replacement Volume and 1988 Supplement)
requiring certain fact-finding studies relating to minority
business contracting to be conducted by the Prince George's
County Board of Education, the Board of Trustees of the
Prince George's Community College, and the Board of Trustees
of the Prince George's County Memorial Library System;
providing for the establishment of certain minority business
enterprise programs; authorizing certain procedures for the
programs; requiring certain evaluations and certain reports
to the General Assembly; and generally relating to minority
