(5) Any person aggrieved by a decision of the
Secretary to uphold an emergency suspension may appeal that
decision directly to the circuit court [of the appropriate
jurisdiction] IN THE COUNTY IN WHICH THE CHILD CARE CENTER IS
LOCATED.
(E) THE SECRETARY OR THE SECRETARY'S DESIGNEE MAY PETITION
THE CIRCUIT COURT IN THE COUNTY IN WHICH THE CHILD CARE CENTER IS
LOCATED TO ENJOIN THE ACTIVITIES AND OPERATIONS OF A PERSON WHO
OPERATES A CHILD CARE CENTER WITHOUT A LICENSE OR LETTER OF
COMPLIANCE AS REQUIRED BY THIS PART VII, INCLUDING WHEN A LICENSE
OR LETTER OF COMPLIANCE HAS BEEN DENIED, REVOKED, OR SUSPENDED IN
ACCORDANCE WITH THIS PART VII.

(a) In addition to any other provision of law relating to
child abuse and neglect, a local department of social services
that receives a report of suspected child abuse under § 5-703 or
§ 5-704 of this title that concerns a child care center, shall
notify the Secretary's designee WITHIN 48 HOURS.
(b) On receipt of the notification required under
subsection (a) of this section, the Secretary's designee shall
convene, EITHER IN PERSON OR BY TELEPHONE, a multidisciplinary
team to coordinate procedures in accordance with the agreement
developed under § 5-706(e) of this title to be followed in
investigating and otherwise responding to the report.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.
