otherwise providing for centers that are in residences or other
facilities and serve between [7] 8 and 12 children and
facilities having [6] 8 or fewer children required to be
licensed under § 5-574 of this Part VII;

(6)  carry out otherwise the purposes and requirements
of this Part VII, including imposition of intermediate sanctions
to ensure compliance; and

(7)  prohibit a child from remaining at a child care
center for more than 14 hours in 1 day unless the Department
issues an exception for that child based on guidelines   set by the
Secretary.

(b) (1) [This section does not apply to a family day care
home registered under §§ 5-550 through 5-557 of this Article.

(2)] This section does not apply to:

(i) the instructional program, curriculum, or
teacher, principal, or administrator qualifications of a nursery
school or A child care center that is operated by a [religious

organization] BONA FIDE CHURCH ORGANIZATION RELIGIOUS

ORGANIZATION THAT IS EXEMPT FROM TAXATION UNDER ARTICLE 501(C)(3)
OF THE INTERNAL REVENUE COPE OF 1954 in a school building
exclusively for children who are enrolled in that school; [or]

(ii) a nonpublic nursery school operated by a
[religious organization] BONA FIDE CHURCH TAX EXEMPT RELIGIOUS
ORGANIZATION that has been issued a certificate of approval by
the State Department of Education; OR

(III) A NONPUBLIC NURSERY SCHOOL OPERATED BY A
BONA FIDE CHURCH TAX EXEMPT RELIGIOUS ORGANIZATION THAT:

1.  COMPLIES WITH THE REGULATIONS ADOPTED
UNDER THIS SUBTITLE; AND

2.  HAS BEEN ISSUED A LETTER OF COMPLIANCE
BY THE DEPARTMENT OF HUMAN RESOURCES; OR

(III) (IV) A PROGRAM THAT IS OPERATED BY A BONA
FIDE CHURCH TAX EXEMPT RELIGIOUS ORGANIZATION WHILE THE
ORGANIZATION IS CONDUCTING A RELIGIOUS SERVICE, BUSINESS MEETING,
OR OTHER CHURCH RELIGIOUS ORGANIZATION FUNCTION IN THE
ORGANIZATION'S BUILDING AND WHICH PROGRAM IS EXCLUSIVELY FOR
CHILDREN WHOSE WHERE PARENTS ARE ATTENDING THE SERVICE OR
MEETING.

(C) NOTWITHSTANDING ANY OTHER PROVISION OF LAW, IF A CHILD
CARE CENTER FOR SCHOOL AGE CHILDREN IS OPERATED BEFORE AND AFTER
