(C) A PERSON MAY NOT KNOWINGLY SEND, DELIVER, PART WITH THE
POSSESSION OF, OR MAKE FOR THE PURPOSE OF SENDING OR DELIVERING A
THREAT PROHIBITED UNDER SUBSECTION (B.) OF THIS SECTION.
(D) A PERSON WHO VIOLATES ANY PROVISION OF THIS SECTION IS
GUILTY OF A FELONY MISDEMEANOR AND UPON CONVICTION IS SUBJECT TO
IMPRISONMENT FOR NOT LESS THAN 2 NOR MORE THAN 10 YEARS AND BE
FINED $10,000. NOT EXCEEDING 3 YEARS OR A FINE NOT EXCEEDING
$2,500 OR BOTH.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning
Garrett County - Public Facilities Bonds
FOR the purpose of authorizing and empowering the County
Commissioners of Garrett County from time to time to borrow
an amount not exceeding $6,900,000 at one time or from time
to time, in order to finance the cost of certain public
facilities in Garrett County and to effect such borrowing by
the issuance and sale at public or private sale of its
general obligation bonds in like par amount; empowering the
County to fix and determine, by resolution, the form, tenor,
interest rate or rates, or method of determining the same,
terms, conditions, maturities and all other details incident
to the issuance and sale of the bonds; empowering the County
to issue refunding bonds for the purchase or redemption of
bonds in advance of maturity; empowering and directing the
County to levy, impose and collect, annually, ad valorem
taxes in rate and amount sufficient to provide necessary
funds for the payment of the maturing principal of and
interest on the bonds; exempting the bonds and refunding
bonds, and the interest thereon and any income derived
therefrom, from all State, county, municipal, and other
taxation in the State of Maryland; submitting this Act to a
referendum of the legally qualified voters of the County;
making this Act an emergency measure; and relating generally
to the issuance and sale of the bonds.
