SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 101 - Workmen's Compensation

71.

(e) (1) The commissioners shall establish an operating and
capital budget for the State Accident Fund, and, for
informational purposes only, disclose the budget to the Budget
and Taxation Committee of the Senate and the Appropriations
Committee of the House of Delegates of the State.

(2) (I) Except as provided by this article, the State
Accident Fund is independent of all State agencies and is not
subject to any law affecting governmental public entities.

(II) THE STATE ACCIDENT FUND IS SUBJECT TO THE
FOLLOWING PROVISIONS OF LAW:

1.  §§ 10-501 THROUGH 10-510, §§ 10-611
THROUGH 10-630, AND §§ 12-101 THROUGH 12-406 OF THE STATE
GOVERNMENT ARTICLE WHICH PERTAIN TO PUBLIC MEETINGS, ACCESS TO
PUBLIC RECORDS, AND TORT CLAIMS IMMUNITY AND LIABILITY;

2.  ARTICLE 40A OF THE CODE, THE MARYLAND
PUBLIC ETHICS LAW; AND

3.  § 7-210 OF THE TAX - PROPERTY ARTICLE
REGARDING PROPERTY TAX EXEMPTIONS FOR CERTAIN GOVERNMENT-OWNED
PROPERTY.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.
