Ch. 462

(b) (1) In a milk emergency, the Secretary may authorize
the sale of a pasteurized milk product that has not been
certified as Grade A pasteurized milk.

(2) A person who sells a milk product under this
subsection shall label the milk product as the Secretary
requires.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

(House Bill 1303)

AN ACT concerning

Vehicle Laws - Towing or Removal of Vehicles
from Parking Lots - Baltimore City and Baltimore County

FOR the purpose of authorizing the owner of a parking lot in
Baltimore City or Baltimore County to tow from the parking
lot, under certain circumstances, vehicles that are not
authorized to park on the parking lot; prohibiting a parking
lot owner and certain other persons from towing or removing
vehicles from the a parking lot unless the owner has placed
certain signs have been placed at certain locations in the
parking lot; limiting the distance that certain vehicles may
be towed or removed and the amount that may be charged for
towing or removal and storing the vehicle; requiring certain
notice to be provided to a certain police department prior
to within a certain time of the towing or removal of a
vehicle; requiring a person in possession of a towed or
removed vehicle to immediately deliver the vehicle to a
certain location and to provide the vehicle's owner
continuous opportunity to retake possession of the vehicle
within a certain time under certain circumstances; requiring
certain authorization from the owner of the parking lot to
tow or remove the vehicle; requiring a person who tows or
removes a vehicle from a parking lot under this Act to
obtain certain liability insurance and a certain surety
bond; requiring a certain chief executive to provide an
opportunity for a certain hearing, providing for the owner's
rights and duties pursuant to the hearing, requiring the
losing party to pay the costs of the hearing prohibiting the
employment of certain individuals and the payment of certain
remuneration to a parking lot owner; establishing the
