(1) the absence of the child's parents, guardian, or
custodian; or
(2)] the LEAVING OF A CHILD UNATTENDED OR OTHER
failure [of the child's parents, guardian, or custodian] to give
proper care and attention to [the] A child [and the child's
problems] BY THE CHILD'S PARENTS, GUARDIAN, OR CUSTODIAN under
circumstances that indicate that the child's health or welfare is
SIGNIFICANTLY harmed or [threatened] PLACED AT RISK OF
SIGNIFICANT HARM [thereby], unless the failure consists only of
providing the child with nonmedical remedial care and treatment
recognized by State law instead of medical treatment.
(2) "NEGLECT" DOES NOT INCLUDE, FOR THAT REASON
ALONE, PROVIDING A CHILD WITH NONMEDICAL RELIGIOUS REMEDIAL CARE
AND TREATMENT RECOGNIZED BY STATE LAW.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning
Academy of the Arts, Inc. Loan of 1988
Loans of 1989 and 1988
FOR the purpose of authorizing the creation of a State Debt in
the amount of $150,000, the proceeds to be used as a grant
to the Academy of Arts, Inc. for the expansion and
renovation of the Academy of Arts facilities in Easton,
Maryland and other capital projects of the Academy of Arts,
subject to the requirement that the Academy of Arts, Inc.
provide from private sources, foundations, and local
government at least an equal and matching fund of a certain
kind for the same purpose by a certain date; amending
Chapter 437 of the Acts of 1988, the Academy of Arts, Inc.
Loan of 1988, to delete the requirement that Talbot County
provide a certain additional matching fund; and generally
relating to the Academy of the Arts, Inc. Loan of 1988: and
providing generally for the issuance and sale of bonds
evidencing the Academy of Arts, Inc. Loan of 1989.
BY repealing and reenacting, with amendments,
