(5) (i) THE LICENSEE'S DRIVING RECORD SHOWS NO
CONVICTIONS FROM ANOTHER JURISDICTION OF A MOVING VIOLATION
IDENTICAL OR SUBSTANTIALLY SIMILAR TO § 21-902 OF THIS ARTICLE;
AND
(II) THE LICENSEE HAS NOT BEEN CONVICTED OF ANY
OTHER MOVING VIOLATION OR CRIMINAL OFFENSE INVOLVING A MOTOR
VEHICLE FOR THE PRECEDING 10 YEARS, REGARDLESS OF THE NUMBER OF
SUSPENSIONS OR REVOCATIONS.
(c) The Administration may refuse to expunge a driving
record if it determines that the individual requesting the
expungement has not driven a motor vehicle on the highways during
the particular conviction-free period on which the request is
based.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning
State Archives - Vital Records
FOR the purpose of authorizing the State Archives to provide
copies of vital records to certain persons as a means of
disclosure; clarifying that access to vital records will be
in accordance with the regulations used by the original
custodian authorizing the State Archives to disclose and
provide copies of vital records to an individual who is
lawfully entitled to obtain a vital record from certain
original custodians; authorizing the State Archives to
charge a reasonable fee under certain circumstances;
providing that recent vital records may be extracted to
provide certain information; making other technical
corrections; and generally relating to vital records.
