State], that have remained unclaimed by the owner for more than 5
years after they became payable, are presumed abandoned.

(b)  All intangible personal property, not otherwise covered
by this title, including any income or increment on it and
deducting any lawful charges, that is held or owing [in this
State] in the ordinary course of the holder's business and has
remained unclaimed by the owner for more than 5 years after it
became payable or distributable, is presumed abandoned.

(c)  Property is payable or distributable for the purpose of
this title notwithstanding the owner's failure to make demand or
to present any instrument or document required to receive
payment.

(D) PROPERTY IS REPORTABLE TO THE THIS STATE UNDER
SUBSECTION (B) OF THIS SECTION UNDER THE PRIORITY RULES
ESTABLISHED UNDER § 17-301(C) OF THIS SUBTITLE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

(House Bill 102)

AN ACT concerning

Vehicle Laws - Expungement of Driver Record Entries

FOR the purpose of prohibiting the expungement of a licensee's
public driving record if certain charges related to alcohol
offenses are pending, if the licensee has refused to submit
to chemical tests for intoxication within a certain time, or
if similar are pending; and prohibiting the expungement of a
licensee's public driving record if certain alcohol-related
convictions have occurred in other jurisdictions during a
certain time period.

BY repealing and reenacting, with amendments,
