(ii) May privately negotiate and sell the
surplus property for a higher price provided:

1.  That the settlement of the sale of
property is within 1 year from the date of the public sale; and

2.  The [Commissioners] COMMISSIONERS
announce the making of the privately negotiated agreement at the
first meeting following the agreement.

(4) The [Carroll County Commissioners] COMMISSIONERS
shall adopt regulations for implementing this subsection.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning

State Police - Disability Beneficiaries

FOR the purpose of altering the maximum compensation that a
disability beneficiary of the State Police Retirement System
of the State of Maryland may receive before a reduction in
the beneficiary's retirement allowance; altering the salary
that a disability beneficiary of the System may receive
after returning to active service before becoming a member
of the System altering the amount that a disability
beneficiary's retirement allowance is reduced when the
compensation received by a disability beneficiary of the
State Police Retirement System of the State of Maryland
exceeds a certain amount; defining certain terms; and
generally relating to disability beneficiaries of the State
Police Retirement System of the State of Maryland.

BY repealing and reenacting, with amendments,
