(iii) The [Department is not required to issue
the] public notice required in subparagraph (i) of this paragraph
MAY NOT BE REQUIRED for an application for permit revision that
does not propose significant alterations in a permit in
accordance with the Department's regulations.

(K) A TRANSFER, ASSIGNMENT, OR SALE OF THE RIGHTS GRANTED
UNDER ANY PERMIT ISSUED PURSUANT TO THIS SUBTITLE MAY NOT BE MADE
WITHOUT THE WRITTEN APPROVAL OF THE DEPARTMENT.

(a) (1) The [Bureau] DEPARTMENT may require an operator to
establish and maintain such records, make such reports, and
provide such information as may reasonably be required to enable
the [Bureau] DEPARTMENT to determine whether the operator has
acted or is acting in compliance with this subtitle and rules and
regulations promulgated pursuant to it. [By the 25th day of each
month, every operator of a strip mining operation shall furnish
the Bureau, on a form the Bureau furnishes, a monthly report of
coal produced, number of employees and days worked, and every
accident for the previous month. The Bureau shall require an
annual report not later than February 25 of each year covering
facts regarding the production and condition of the operation
during the calendar year preceding.]

(2) THE OPERATOR OF EVERY STRIP MINE OPERATION SHALL,
ON OR BEFORE THE 25TH DAY OF EACH MONTH, FILE WITH THE DEPARTMENT
A MONTHLY REPORT COVERING THE PRECEDING CALENDAR MONTH ON A FORM
FURNISHED BY THE DEPARTMENT. THE REPORT SHALL STATE THE ACTUAL-
TONNAGE OF COAL PRODUCED BY EACH SEAM, THE NUMBER OF EMPLOYEES,
AND THE NUMBER OF SERIOUS AND FATAL ACCIDENTS WHICH HAVE
OCCURRED.

(3) THE OPERATOR OF EVERY STRIP MINE OPERATION SHALL,
ON A SCHEDULE ESTABLISHED BY THE DEPARTMENT, FILE WITH THE
DEPARTMENT AN ANNUAL REPORT ON A FORM FURNISHED BY THE
DEPARTMENT. THE REPORT SHALL SUMMARIZE THE INFORMATION FROM THE
MONTHLY REPORTS AND THE MINING AND RECLAMATION PROGRESS REPORT
FOR THE PRECEDING CALENDAR YEAR.

[(b) An operator who continues to operate beyond one year
shall submit to the Director a new map at the end of each year of
operation. The map shall show the area affected and reclamation
progress during the preceding year. This mining and reclamation
progress report shall contain information identical to that
required for both the reclamation plan and the final reclamation
report and show in detail the completed reclamation work. Failure
of the Committee to act on a reclamation progress report within
120 days after its submission constitutes approval of the report.
The Committee shall review the report and act upon it at a
regularly scheduled meeting. The operator shall notify the
