taken thereon by the County Commissioners of Carroll County is a
public record. The permit may not authorize the operation of any
carnival, bazaar, raffle or game on the Sabbath Day, commonly
called Sunday.
[(c)] (D) Any person, association or corporation knowingly
operating or attempting to operate a carnival, bazaar, raffle, or
game as authorized by this section in violation thereof, shall
upon conviction thereof, be subject to a fine not exceeding
$1,000, or imprisonment for not more than one year, or both in
the discretion of the court.
[(d)] (E) Notwithstanding any provision of this section, in
Carroll County, it is lawful at any carnival, bazaar or raffle
authorized by this section to award prizes in cash totaling up to
$10 to any one person and in merchandise totaling up to $250 to
any one person in any one game or spin by devices that are
commonly known as paddle wheels or wheels of fortune. An
organization may not hold more than ten days of paddle-wheel
games in any one calendar year.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of
the public health and safety, has been passed by a yea and nay
vote supported by three-fifths of all of the members elected to
each of the two Houses of the General Assembly, and shall take
effect from the date it is enacted.
