SECTION 3. AND BE IT FURTHER ENACTED, That Section 1 of
this Act shall take effect July 1, 1989, and remain in effect
until the taking effect of Section 2.

SECTION 4. AND BE IT FURTHER ENACTED, That Section 2 of
this Act shall take effect October 1, 1989, contingent on the

taking effect of Chapter ___ (S.B. 1) of the Acts of the General

Assembly of 1989. However, if Chapter ___ does not become

effective, then Section 2 of this Act may not take effect and may
be null and void without the necessity of further action by the
General Assembly.

AN ACT concerning

Maryland Food Center Authority

FOR the purpose of altering certain provisions of law relating to
the Maryland Food Center Authority; establishing a
definition of Projects; repealing, revising, and renumbering
certain definitions; repealing a reference to the State's
full faith and credit; removing certain geographical
limitations on the Authority's activities; removing certain
restrictions relating to establishment of a seafood park;
requiring a report to the Legislative Policy Committee and
to the Department of Fiscal Services and comment by the
Legislative Policy Committee under certain circumstances;
clarifying and modifying certain powers and procedures of
the Authority; making this Act an emergency measure; and
generally relating to the Maryland Food Center Authority.

BY repealing and reenacting, with amendments,
