the State may not be acquired by the exercise of the power of
eminent domain without the consent of the governing body of the
county, municipal corporation, or political subdivision. Ten
days after the return and recordation of the verdict or award in
any condemnation proceedings, the Commission may enter and take
possession of the condemned property, after first paying to the
Clerk of the Court the amount of the award and all costs taxed to
that date, notwithstanding any appeal or further proceedings upon
the part of the defendant. At the time of the payment, however,
the District shall give its corporate undertaking to abide by and
fulfill any judgment in the appeal or further proceedings. The
district may acquire land outside of a subdistrict by gift or
purchase provided that the land [is not located outside of
Washington County and] is reasonably necessary for installation
of:
[(i)] 1. Sewers;
[(ii)] 2. [Portable] POTABLE water mains;
[(iii)] 3. Surface water drainage lines;
[(iv)] 4. Swales;
[(v)] 5. Pumping station treatment plants;
or
[(vi)] 6. Facilities intended to serve a
sewer, water, or surface water drainage system located entirely
or partly within another subdistrict.
(II) THE RIGHT OF EMINENT DOMAIN GRANTED UNDER
THIS SUBSECTION MAY BE EXERCISED ONLY WITH REGARD TO LAND LOCATED
IN WASHINGTON COUNTY. HOWEVER, NOTWITHSTANDING THE PROVISIONS OF
§ 6-202(B) OF THIS TITLE, ALL OTHER RIGHTS ENUMERATED IN THIS
SUBSECTION MAY BE EXERCISED ANYWHERE IN THE STATE.

(b) (3) Bills for the amount of water rates or charges,
computed with respect to each property served in accordance with
the above mentioned schedules, shall be sent MONTHLY, EVERY OTHER
MONTH, quarterly or [semi-annually] SEMIANNUALLY as determined by
the Commission [in the resolution adopting the schedule]. Bills
shall be sent to each property served and shall be payable within
30 days from the date of sending at the office of the Commission
designated on each bill.

(b) (2) The schedule may provide that the sewer service
charge for each property connected both to a water system and a
sewerage system shall be computed at a fixed percentage of the
