(c) Except as otherwise provided in subsection (e) of this
section, on or before July 1, 1992, an evaluation shall be made
of the following governmental activities or units and the
statutes and regulations that relate to the governmental
activities or units:

(19) State Board of Environmental [Sanitarian
Registration] SANITARIANS (§ 11-201 of the Environment Article);

SECTION 2. AND BE IT FURTHER ENACTED, That any transaction
affected by or flowing from any change of nomenclature or any
statute amended in this Act, and validly entered into before the
effective date and every right, duty, or interest flowing from
the statute remains valid after the effective date and may be
terminated, completed, consummated, or enforced as required or
allowed by any statute amended, repealed, or transferred by this
Act as though the amendment had not occurred. If the change in
nomenclature involves a change in name or designation of any
State unit, the successor unit shall be considered in all
respects as having the powers and obligations granted the former
unit.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning

Creation of a State Debt - Cecil County Detention Center

FOR the purpose of authorizing the creation of a State Debt in
the amount of $55-996 $72,000 the proceeds to be used as a
grant to the Board of County Commissioners of Cecil County
for the planning and design of an design of a work release
addition to the Cecil County Detention Center, subject to
the requirement that the Board of County Commissioners of
Cecil County provide at least an equal and matching fund of
a certain kind for the same purpose by a certain date; and
