SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning

Nursing Homes - Civil Money Penalties

FOR the purpose of authorizing the Secretary of Health and Mental
Hygiene to order certain sanctions; requiring the Secretary
to adopt regulations relating to the sanctions; requiring
the Secretary to provide certain notice providing for
certain procedures for appeals; establishing certain civil
money penalties; and requiring the Secretary to provide for
the application of penalties for the protection of nursing
homes, reimbursement of residents, and for other purposes;
requiring the Secretary to adopt certain regulations by a
certain date; and generally relating to the imposition of
civil money penalties on nursing homes.

Section 19-1401 through 19-1410 to be under the new subtitle
