which is deemed sufficient in the sole discretion of the
Secretary.
(f) In cases of inconsistency between this subtitle and the
provisions of Article 64A, Merit System, the provisions of this
subtitle shall control as to all matters relating to the Natural
Resources Police Force.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985. [it shall remain effective for a period
of 4 6 years and, at the end of June 30, 1989 1991, and with
no further action required by the General Assembly, this Act
shall be abrogated and of no further force and effect.]
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1989.

AN ACT concerning
Creation of a State Debt -
Solid Waste Facilities Loan of 1989
FOR the purpose of authorizing the creation of a State Debt in
the amount of $4,000,000 the proceeds to be used to provide
State grants to assist in the conduct of engineering,
financial and legal analyses for, and in the design of
certain facilities or systems for the collection, disposal,
processing, reclamation, recycling, reduction, reprocessing,
and separation of solid wastes; establishing conditions of
eligibility for and limitations on the grants; requiring the
repayment of reimbursable grants under certain conditions;
defining certain terms; establishing certain priorities for
funding; and providing generally for the issuance and sale
of bonds evidencing the loan.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(1) The Board of Public Works may borrow money and incur
indebtedness on behalf of the State of Maryland through a State
