the passage of this Act; and that upon the concurrence in this
Act by the States of Delaware, New Jersey, Ohio, and West
Virginia and the Commonwealths of Pennsylvania and Virginia, the
Governor of the State of Maryland shall issue a proclamation
declaring this Act valid and effective.

SECTION 4. AND BE IT FURTHER ENACTED, That, subject to the
provisions of Section 3 above, this Act shall take effect July 1,
1989.

AN ACT concerning

Hearing-Impaired Infants and Children - Advisory Council

FOR the purpose of authorizing the Advisory Council for the
hearing-impaired infants' and children's program to continue
indefinitely; authorizing the Council Department of Health
and Mental Hygiene to adopt bylaws guidelines in a certain
manner; clarifying that the membership of the Council shall
include parents of hearing-impaired children; making a
certain technical change; and generally relating to the
Advisory Council for the hearing-impaired infants' and
children's program.
