(1) Design and prepare detailed plans and
specifications for alterations to Holmes

(2) Complete Phase II alterations and additions
to the Science Complex........................

(3) Design, construct, and equip new dormitories
or renovate existing dormitories, provided
that before the Comptroller of the Treasury
may expend any funds Morgan State University
in cooperation with the Department of Budget
and Fiscal Planning shall explore alternative

methods of financing the dormitories

including but not limited to revenue bonds,
privatization, State funds or a combination
thereof and submit a written report to the
Board of Public Works. This authorization is
for emergency restoration on replacement of
deteriorated facilities which are no longer
fit for use and is not intended to establish
legislative precedent for supp
orting
dormitories...............................

5,000,000

(4) An annual State tax is imposed on all assessable
property in the State in rate and amount sufficient to pay the
principal of and interest on the bonds, as and when due and until
paid in full. The principal shall be discharged within 15 years
after the date of issue of the bonds.
