Ch. 95

LAWS OF MARYLAND

State.

(1)  A regularly enrolled student; and

(2)  In good standing in a public high school in the

(d) (1) Each member serves for a term of [5] 4 years and
until a successor is appointed and qualifies. These terms are
staggered as required by the terms of the members serving on the
State Board as of July 1, [1978] 1989.

[(2) The seven members serving on the State Board as
of June 30, 1976 are:

(i) Members of the Board for the remainder of
their terms; and

(ii) Eligible for reappointment to the same
extent as on June 30, 1976.]

[(3)] (2) The Governor shall appoint a new member to
fill any vacancy on the Board for the remainder of that term and
until a successor is appointed and qualifies.

[(4)] (3) A member is eligible for reappointment but
may not serve for more than two full [5-year] 4-YEAR terms.

[(5)] (4) The student member shall serve for a term
of 1 year. A student member is eligible for reappointment but
may not serve more than 2 full 1-year terms.

(b) (1) §THE PRESIDENT OF THE STATE BOARD SHALL BE APPOINTED
ANNUALLY BY THE GOVERNOR. THE APPOINTMENT SHALL BE MADE BEFORE
THE ANNUAL BOARD MEETING IN JULY.

(2) At the annual Board meeting in July, the State
Board shall select fa president and] a vice-president from among
its members.

[(2)] (3) A member may not serve for more than [5] 4
years as president.

(q) (1) The State Board shall submit an annual report to
the Governor on:

(i) All operations of the Department; [and]

(ii) The support, conditions, progress, and
needs of ELEMENTARY AND SECONDARY education in this State; AND
