(a)  Each legislative district is entitled to an annual
allocation of not more than:

(1)  $6,900; and

(2)  $4,600 for each member entitled to be elected to
the House of Delegates from that district.

(b)  The annual allocation under subsection (a) of this
section applies to initial-year awards. After 4 years of
operation, the annual allocation for each legislative district
for initial-year and continuing awards may not exceed four times
the amount of its allocation under subsection (a) of this
section.

(c)  Except for statewide awards under § 18-306(c) of this
subtitle, money allocated to any legislative district may not be
used for general State scholarships in any other legislative
district.]

18-307.

(a)  In this section "school" means an institution that
meets the requirements of Section 18-304(a)(l) of this subtitle.

(b)  The Administration may enter into reciprocal
scholarship agreements with other states. However, the
Administration shall give priority to entering into reciprocal
agreements with contiguous and nearby states.

(c)  If scholarships are awarded to students for use in
schools in other states, the total value of all of these awards
may not be more than 10 percent of the total funds budgeted for
the general State scholarship program.

(d)  The Administration shall submit an annual report on the
reciprocal scholarship program to the Commission, the Governor,
and, subject to § 2-1312 of the State Government Article, to the
General Assembly.
