require participation in certain alcohol treatment or
education programs; authorizing the Secretary of Agriculture
to alter the required container sizes for certain frozen
dairy and nondairy desserts; adding certain subtitles;
establishing certain requirements relating to certain
foundations affiliated with public institutions of higher
education; repealing a provision relating to the annual
allocation of general State scholarships; correcting certain
obsolete references to the State Scholarship Board;
requiring the State Scholarship Administration to submit a
certain annual report to the Governor and the General
Assembly; establishing a certain time limit for certain
counties with certain population increases to revise their
recycling plans; authorizing certain counties to adopt
regional recycling plans; requiring the Bank Commissioner to
make copies of a certain report available to the public-
repealing certain parts; correcting obsolete
cross-references; renumbering certain provisions;
authorizing total project funding for the planning, design,
construction, and equipping phases of certain capital
construction projects under certain circumstances; repealing
a certain exemption from the procurement laws for the State
Investment Agency; correcting certain obsolete references to
the Commissioner of Higher Education; authorizing the
Comptroller to alter the manner in which certain income tax
payments are applied until a certain date; repealing a
provision authorizing the Comptroller to assess a certain
penalty for willfull failure to pay a tobacco tax; repealing
a certain deadline by which the National Park Service was
required to obtain certain approval from the Maryland
Historical Trust prior to the payment of certain funds;
authorizing the creation of certain State debts; providing
for the effect and construction of certain provisions of
this Act; making this Act an emergency measure; and
generally repealing and reenacting without amendments
certain Acts of the General Assembly that may be subject to
possible title or function paragraph defects, in order to
validate those Acts.
