(f) [When the Assurance Fund accumulates $25,000, the fee
required by paragraph (a)(2) of this section shall cease to be
collected. If the Fund is reduced to $10,000, the fee shall
automatically be collected until the Fund is restored to $25,000.

(g)] The Department may require the return of all temporary
certificates from any dealer who has not complied with any
provision of this subtitle.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning

Unemployment Insurance - Special Administrative Expense Fund

FOR the purpose of correcting certain obsolete references in the
Unemployment Insurance Law; abolishing certain outdated
requirements relating to the expenditure of funds; and
generally relating to the Special Administrative Expense
Fund in the Unemployment Insurance Law.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 95A - Unemployment Insurance Law

(c) There is hereby created in the State Treasury a special
fund to be known as the Special Administrative Expense Fund. All
interest, fines and penalties collected under the provisions of
this article, including fines imposed under § 17(a), (b), or (c)
of this article, together with any voluntary contributions
tendered as a contribution to this fund, shall be appropriated in
