General Fund Appropriation, provided that
$392,103 of this appropriation made for
the purpose of establishment of a
Consumer Information Office in the State
Insurance Division may be expended for
that purpose only and may not be
transferred by budget amendment or
otherwise, to any other purpose. Any
excess remaining on June 30, 1990 shall
revert to the general fund. It is the
intent of the General Assembly that the
Department of Licensing and Regulation
submit a detailed operating plan for
this program to the budget committees
for their review before expending any
funds connected with this program ......
