is approved under the condition
that Prince George's County agrees
that the maximum state financial
participation in the Upper
Marlboro Multi-Service Center
including funds previously
expended will be $23,500,000 and
that any cost overruns will be the
responsibility of Prince George's

matching funds. No part of an
applicant's matching fund may be
provided from funds of the State
or consist of real property, in
kind contributions, or funds
expended prior to the effective
date of this Act (Prince George's
