It is the understanding and intent
of the General Assembly that

$11,600,000 of this appropriation
known as the Regents' Fund be
allocated, as proposed by the

Board of Regents, to the

following institutions:

University of Maryland at Baltimore
University of Maryland at College Park
Bowie State University
University of Maryland Eastern Shore

Coppin State College

University of Maryland Baltimore County
University of Maryland University College
Agricultural Extension Service

Cooperative Extension Service

Center for Environmental and Estuarine

Studies
Maryland Biotechnology Institute and Sea

Grant College
University of Maryland System Administration
University of Maryland System Administration

Further provided that $1,095,000
$2,195,000 of this appropriation

comprising the Regents' Fund

allocation to University College
for the purpose of establishing a

Center for Institutional

Television may not be expended

until November 15, 1989. Before

that date, University College

shall submit to the budget

committees a program plan for the
Center's creation and operation
expenditure of these funds in the
context of the statewide higher

education plan describing the

relative role of University

College in the statewide plan.

Further provided that $2,195,000 of
this appropriation comprising the
Regents' Fund allocation to
University College shall be
