Further provided, that all construction
and development costs shall be
verified and systematic on-site
inspections performed by the
appropriate State agency or
private contractor pursuant to
policies adopted by the Board of
Public Works.
Further provided, that there shall be
no development fees or management
fees, on any overruns on
construction of the golf course
and park facilities being
relocated for the existing site.
If the overruns are funded by debt
or other borrowed funds, the
interest on such debt or borrowed
funds shall not be chargeable as
an expense against the revenues
from operation of the conference
center or the golf course.........

"Improvements to water system",
originally made by Chapter 542 on
page 3604 of the Acts of 1988;
Section 1(5) of Chapter 542 of the
Acts of 1988 being hereby modified
to the extent that work may begin
upon satisfactory assurances to
the Board of Public Works that the
project can be completed with the
aggregate of the funds herein and
heretofore appropriated for this
purpose...........................
