modified to the extent that work
may begin upon satisfactory
assurances to the Board of Public
Works that the project can be
completed with the aggregate of
funds herein and heretofore
appropriated for that purpose.....

(Allegany County)

Construct golf course, relocate

picnic facilities and provide

utility hookups for conference

center , provided that this

appropriation may be expended only
in a manner consistent with the
Memorandum of Understanding dated

February 28, 1989 and the

Amendment dated March 8, 1989,
between the State of Maryland and
Barker Patrinely Group, Inc. and
Benchmark Management Company, as
provided by the Board of Public

Works. The General Assembly

believes that a project of this
complexity and magnitude should be
subject to Board of Public Works
approval of all major components
of the project and that final
approval not be provided at a
departmental level. Therefore,
the legislature recommends that
the Memorandum of Understanding,
dated February 28, 1989 and
amended March 8, 1989 between the

State of Maryland and

Barker-Patrinely Group, Inc. and
Benchmark Management Company, be
further amended to provide for
this legislative intent and that
the Ground Lease, still to be
