This subtitle may not be     construed     as creating in any

condemnation proceeding brought     under the     power of eminent

domain, any element of value or of   damage not   in existence prior
to January 2, 1971.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of
the public health and safety, has been passed by a yea and nay
vote supported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, and shall take effect
from the date it is enacted.

AN ACT concerning

Workers' Compensation Benefit and Insurance Oversight
Committee - Report

FOR the purpose of extending the time by which the Workers'
Compensation Benefit and Insurance Oversight Committee shall
examine workers' compensation benefits and insurance in
Maryland and make certain recommendations for changes;
delaying the termination of certain changes to the workers'
compensation laws; making this Act an emergency measure;
adding certain members to the Workers' Compensation Benefit
and Insurance Oversight Committee; and generally relating to
the State's workers' compensation laws.
