7-403.
(a) Purchases on behalf of the Administration of rolling
stock and other property peculiar to the operation of a transit
system are not subject to law governing procurement by the
Department of General Services.
(b) The selection of long-lead equipment items for purposes
of a light rail transit system shall be made in accordance with
the provisions of the State procurement laws and regulations and
shall use either a competitive sealed bid or competitive sealed
proposal method of procurement.

Chapter 245 of the Acts of 1988
SECTION 2. AND BE IT FURTHER ENACTED, That:
(c) The refund provided in this section shall be applicable
[(a) of this section] during fiscal year 1989 only.

Chapter 246 of the Acts of 1988
SECTION 9. AND BE IT FURTHER ENACTED, That the positions of
President of the University of Maryland and Chancellors of the 5
campuses of the University of Maryland are abolished by this Act.
The person who, on June 30, 1988, holds the position of President
of the University of Maryland shall become the Chancellor of the
University of Maryland System, effective July 1, 1988, and shall
serve at the pleasure of the Board of Regents of the University
of Maryland System. Each person who, as of June 30, 1988, holds
the position of Chancellor of one of the 5 campuses of the
University of Maryland or President of one of the 6 institutions
under the jurisdiction of the Board of Trustees of State
Universities and Colleges shall become the President of his or
her respective constituent institution, effective July 1, 1988,
and shall serve in that position at the pleasure of the Board of
Regents. The positions of Commissioner of Higher Education,
Executive Director of the Board of Trustees of State Universities
and Colleges, and Executive Director of the State Scholarship
Board are abolished by this Act. The person who on June 30, 1988
holds the position of Commissioner of Higher Education shall
become the Secretary of Higher Education effective July 1, 1988
and shall serve until replaced consistent with § 11-104 of [this
