(b)  The emissions program shall provide for:

1988] DECEMBER 31, 1988, an annual exhaust emissions test; and

(c)  By rules and regulations, the Administration and; the
Secretary:

(9) Shall [establish] ESTABLISH, under Title 2 of the
Environment Article, emission standards to be used for the
exhaust emissions testing and emissions equipment and misfueling
testing of motor vehicles under this subtitle.

23-206.1.

Notwithstanding any rule or regulation to the contrary, any
fire or rescue apparatus or ambulances owned or leased by a
political subdivision of the State, or by a volunteer fire
company, rescue squad, or volunteer ambulance company, that is
registered as an emergency vehicle as defined in § 11-118 of [the
Transportation Article] THIS ARTICLE, is exempt from mandatory
inspections under this subtitle.
