(d) Procedures for review of an application shall be as
follows:

(8) Any applicant, or any person with an interest
which is or may be adversely affected, who has participated in
the administrative proceedings as an objector, and who is
aggrieved by the decision of the Department, or if the Department
fails to act within the time limits specified in this subtitle,
shall have the right to judicial review in accordance with [the]
§ 10-215 of the State Government Article.

(b) (5) When the operator has successfully completed all
surface coal mining and reclamation activities, the Department
may release the remaining portion of the bond, but not before the
expiration of the period specified for operator responsibility in
[subsection (b)(2) of this section;] PARAGRAPH (2) OF THIS
SUBSECTION; provided, however, that no bond shall be fully
released until all reclamation requirements of this subtitle are
fully met.
