(b) Immediately after the Secretary issues a temporary rule
or regulation under subsection (a) of this section, the Secretary
shall:

(d) Each year, the Secretary shall report to the General
Assembly, in accordance with § 2-1312 of the State Government
Article, the Governor, the [State Board for Higher Education]
MARYLAND HIGHER EDUCATION COMMISSION, and the State Board for
Community Colleges on the number and types of areas of shortage
and the projected statewide employment vacancy rates in hospitals
and related institutions.
