(d) "Community Development Administration" means that
division of the Department of Economic and Employment Development
established under [Article 41B] ARTICLE 83B, §§ 2-201 through
2-208 of the Annotated Code of Maryland.

(j) "Minority business enterprise" means the minority
business enterprises as defined in [§ 11-148] § 14-301(E) of the
State Finance and Procurement Article [of the Annotated Code].
