approval for a change under § 5-577 of this [Part VII] SUBTITLE
if the applicant or proposed change does not meet the
requirements of this [Part VII] SUBTITLE.

(b) Subject to the hearing requirements of this section and
§ 5-581 of this [Part VII] SUBTITLE, the Secretary may suspend or
revoke a license if the licensee:

(1)  violates a provision of this Part VII OF THIS
SUBTITLE or any rule or regulation adopted under it; or

(2)  does not meet the current requirements for a new
license.

5-583.

(a) A person who violates any provision of this Part VII OF
THIS SUBTITLE or any rule or regulation adopted under it is
guilty of a misdemeanor and on conviction is subject to a fine
not exceeding $500 for the first offense and not exceeding $1,000
for any subsequent offense.

5-584.

(a) In addition to any other provision of law relating to
child abuse and neglect, a local department of social services
that receives a report of suspected child abuse under [§ 5-703] §
5-704 or [§ 5-704] § 5-705 of this title that concerns a child
care center, shall notify the Secretary's designee.
