When process is served on the Department of Assessments and
Taxation in accordance with the Maryland Rules [or the Maryland
District Rules], the Director shall record the date and time of
the service, and shall forward a copy of the process and notice
of the service to the defendant at his mailing address, if known,
or to his principal place of business.
