(a) Except as provided in [§§ 4-301(b)(2), 4-301(b)(6), and
4-301(b)(7)] § 4-301(B)(2), (6), AND (7) of this subtitle, the
District Court does not have jurisdiction to try a criminal case
charging the commission of a felony.

Except as provided in § 4-402 of this subtitle, and subject
to the venue provisions of Title 6 of this article, the District
Court has exclusive original civil jurisdiction in:

(5) A grantee suit brought under § 14-109 of the Real
Property Article; [and]

(9)  A proceeding for adjudication of:

(ix) A civil infraction that is authorized by
law to be prosecuted by a sanitary commission; [and]

(10)  A proceeding for adjudication of a civil penalty
for any violation under § 8-1401 of the Natural Resources Article
of the Code or under § 2-101(c-l) of Article 41 of the Code or
any rule or regulation issued pursuant to those sections[.]; AND
