(1)  A design for a safe environment for children;

(2)  Activities designed to meet a child's individual
physical, social, emotional, and intellectual needs;

(3)  Year-round programming for the following times:

(i) Before- and after-school;

(ii) A school holiday; AND

(iii) A day when school is closed for weather
or summer vacation[.];

(4)  Recommendations to implement § 7-109 of the
Education Article;

(5)  Local zoning laws that affect the development of
the [plan] NEEDS ASSESSMENT;

(6)  Training opportunities for providers of child
care; and

(7)  Appropriate funding mechanisms.

(d) The Governor shall appoint a child care coordinator who
shall:

(1)  Provide information to counties concerning child
care needs;

(2)  Provide guidance and technical assistance to each
county;

(3)  Establish a liaison with each county agency
designated to conduct the needs assessment;

(4)  Coordinate efforts with State agencies to
increase awareness of local child care issues; and

(5)  Review and report on recommendations for the
implementation of the [plan] NEEDS ASSESSMENT.
