(b) The Department may adopt and amend rules and
regulations that relate to issues of mobile home construction or
safety for which a federal standard has not been established and
which are not reserved to city and county government under [§
6-204(C)(3)] § 6-204(C)(4) OF THIS SUBTITLE.

(b) "Safety glazing material" means any glazing material,
such as tempered glass, laminated glass, wire glass or rigid
plastic, which meets the test requirements of the American
National Standards Institute Standard ANSI z-97.1-1971, or as may
be amended, and such further requirements as may be adopted by
the Department of [and Housing] HOUSING AND Community Development
after notice and hearing as required by Title 10, Subtitle 1 of
the State Government Article and which are so constructed,
treated,' or combined with other materials as to minimize the
likelihood of cutting and piercing injuries resulting from human
contact with the glazing material.
(c) "Hazardous locations" means locations such as exit
doors (framed or unframed), storm doors, except operating vents
only on jalousie doors, sliding doors (both fixed and sliding
doors), shower doors, tub enclosures and fixed glazed panels
immediately adjacent to exit doors which may be mistaken for
means of egress or ingress, in residential, industrial,
commercial, institutional or public buildings; and any other
elements, glazed or to be glazed, wherein the use of other than
safety glazing materials would constitute an unreasonable hazard
as the Secretary of the Department of Housing and Community
Development may determine after notice and hearings as required
by [the] Title 10, Subtitle 1 of the State Government Article;
whether or not the glazing in the doors, panels, enclosures and
other elements is transparent. The Secretary may except panels
which are less than two hundred square inches and which are so
located that the use of other than safety glazing materials would
not constitute an unreasonable hazard, as he determines after
notice and hearing.
