date of this Act for events, omissions or proceedings occurring
after the effective date of this Act.
SECTION 4. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of
the public health and safety, has been passed by a yea and nay
vote supported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, and shall take effect
from the date it is enacted.

(Senate Bill 207)
AN ACT concerning
Annual Curative Bill
FOR the purpose of generally curing previous Acts of the General
Assembly enacted with possible title or function paragraph
defects; clarifying language relating to the issuance, in
Queen Anne's County, of a Class D beer, wine and liquor
license for on-premises consumption; allowing certain
lenders and credit grantors to sell repossessed property at
a private sale; altering the type of notice which certain
lenders or credit grantors must provide a borrower by mail
prior to the sale of repossessed property; authorizing the
receipt and acceptance by the Higher Education Supplemental
Loan Authority of transfers from the State Reserve Fund;
repealing the prohibition on the eligibility of the
Baltimore City Police Commissioner for elective or
appointive office within a certain period; providing for the
effect and construction of certain provisions of this Act;
making this Act an emergency measure; and generally
repealing and reenacting without amendments certain Acts of
the General Assembly, and repealing a certain Act of the
General Assembly, that may be subject to possible title or
function paragraph defects, in order to validate those Acts.
