AN EMERGENCY ACT TO:

(a)  provide for transportation system management in the
Silver Spring Central Business District to achieve
certain objectives;

(b)  establish an advisory committee for certain purposes;

(c)   [[support the commuting goals described in the Annual
Growth Policy]] require developers to execute traffic
mitigation agreements under certain circumstances;

(d)  require certain employers and property owners to submit
traffic mitigation plans under certain circumstances;

(e)  monitor the effect of [[employers']] traffic mitigation
plans and certain other transportation system
management measures;

(f)  allow the use of parking fees for partial funding of
transportation system management;

(g)   [[require the director of the Department of
Transportation to recommend implementation of specific
traffic mitigation measures if voluntary measures do
not work;]] provide for the enforcement of this
article, including the establishment of certain
penalties;

(h) provide for an annual survey and an annual report;

(i) authorize the adoption of regulations; and

[[(h)]] (j) provide generally for transportation system
management.
