AN EMERGENCY ACT:

(1)  to provide for continuation of the Rental Assistance
Program and the Handicapped Rental Assistance Program.

(2)  to permit the County Executive to establish the
percentages of monthly gross income that the monthly
rent must exceed before rental assistance benefits can
be paid to an applicant.

(3)  to remove the so-called "save-pay" provision.

(4)  to continue the program for 4 years.

(5)  to remove set reporting requirements.

(6)  to permit the County Executive to set the limits on the
amount of Handicapped Rental Assistance paid to
eligible individuals.

(7)  to generally amend Chapter 41A.
