HOWARD COUNTY

provisions regarding waste haulers; to clarify that all
dischargers of industrial waste must obtain a discharge permit
and adhere to its terms; to expand the definition of sewer system
users to include tenants; to clarify applicability regarding
chemicals and toxic materials which cannot be discharged to the
sewer system; to increase the minimum fine for violations; and to
provide for an informal appeal of grievances.

Effective Date May 4, 1987.

BILL NO. 14

AN ACT amending portions of Subtitle 3 "Water and Sewer

Charges and Assessments" of Title 20 "Taxation and Public Credit"

of the Howard County Code in order to add requirements for

payment of sewer use charges and surcharges by waste haulers.

Effective Date May 4, 1987.

BILL NO. 16

AN ACT to authorize and empower Howard County, Maryland to
borrow on its full faith and credit, and to issue and sell its
bonds therefor, at one time or from time to time within four
years from the date this Act becomes effective, for an amount not
exceeding $25,000, the proceeds thereof to be used for the
planning, construction, furnishing and equipment of Snowden
River/Broken Land Parkway Signal (Project T- 7043); and payment
of related costs; and to levy taxes upon the assessable property
within the County to pay the principal of and interest on any
bonds so issued; as the County Council may by Ordinance provide;
and providing that any bonds so issued are specifically exempt
from the provisions of Article 31, Section 11 of the Annotated
Code of Maryland.

Effective Date June 7, 1987.

BILL NO. 17

AN ACT amending Section 16.137 "Minor subdivisions,
resubdivision parcel divisions and exempt divisions" of the
Howard County Code in order to require Health Department approval
of private water supply or private sewage disposal systems before
a deed can be recorded for contiguous conveyance of property; and
to clarify language. that an adjoiner conveyance not disturb any
existing or previously approved private sewage disposal system(s)
or private water supply system(s) and to further require that any
remaining parcel shall conform to state regulations.
