WHEREAS, the only known registered voter residing in the
area to be annexed has signed the Petition for Annexation, but
such registered voter resides upon land not subject to taxation,
there being no residents of the area to be annexed which is
subject to taxation.

RESOLUTION NO. R87-3
(Annexation No. 28 - N. Colonial and Fair Avenue Extended)
WHEREAS, a petition has been presented to The Mayor and
Common Council of Westminster to enlarge the corporate boundaries
of the City by the annexation of land adjoining and contiguous to
the existing corporate boundaries; and
WHEREAS, the President of the Council has caused to be made
a verification of the signatures upon said petition and has
ascertained that the persons signing the petition represent at
least twenty-five per centum (25%) of the persons who reside in
the area to be annexed, and who are registered voters in county
elections in the precinct or precincts in which the territory to
be annexed is located, and the owners of at least twenty-five per
centum (25%) of the assessed valuation of the real property
located in the area to be annexed.

WHEREAS, a Joint Petition for Annexation and Zoning has been'
presented to and accepted by the Mayor and Common Council of
Westminster requesting to enlarge the corporate boundaries of the
City by the annexation and zoning of land adjoining and
contiguous to the existing corporate boundaries in accordance
with Article 23A, Section 19(c) of the Annotated Code of Maryland
(as now amended) and Sections 21-6.1, 21-16, 21-18, 21-34(d) and
