EXECUTIVE ORDERS

(1)  To investigate the impact of mandated benefit laws
on the people of this State to determine both the benefits
derived from, and the economic and social costs relating, to
these laws;

(2)  To develop a coherent policy and statutory
structure with respect to mandated health insurance
benefits; and

(3)  To recommend legislation to implement the policy
developed by the Subcommittee.

CONSTRUCTION INDUSTRY EMPLOYER'S ADVISORY COUNCIL

WHEREAS, Construction is important to the economy as a whole and
therefore to all citizens. It affects costs, prices,
competitiveness in our State; and

WHEREAS, Construction industry employers and adjunct interests
spend enormous amounts of capital, talent and effort in the
construction, of plants, office buildings, shopping centers,
schools and other public service facilities; and

WHEREAS, To advance and improve the working methods, working by
creating more for more people, recognizing that construction
in one way or another touches the lives of every citizen;
and

WHEREAS, Government regulation has a major effect on both cost
and quality of construction, it effects almost every step of
the building process; and

WHEREAS, The State of Maryland wishes to enhance, promote and
review services and policies affecting the construction
industry; and

WHEREAS, A forum to allow and encourage information, discussion,
persuasion, motivation, encouragement and assistance will
promote, maintain and expand construction activities and
opportunities in Maryland;

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY PROCLAIM THE
FOLLOWING EXECUTIVE ORDER:
