EXECUTIVE ORDERS

and Community Development is hereby authorized to administer
and reallocate such low-income housing tax credit authority
in accordance with the Code. The Housing Finance Review
Committee established pursuant to [Section 11-302 of Article
41 of the Annotated Code of Maryland] SECTION 2-202 OF
ARTICLE 41B OF THE ANNOTATED CODE OF MARYLAND shall review
and make recommendations to the Secretary of HOUSING AND
COMMUNITY DEVELOPMENT on specific requests for allocation of
such low-income housing credits. The Secretary of HOUSING
AND COMMUNITY DEVELOPMENT may approve any request for an
allocation without receiving the recommendation of the
Housing Finance Review Committee.

L. [Section 12.] Severability. If any provision of this
Proclamation or the application of it to any person or
circumstance is held invalid for any reason in a court of
competent jurisdiction, the invalidity does not affect other
provisions or any other application of this Proclamation
which can be given effect without the invalid provision or
application, and for this purpose the provisions of this
Proclamation are declared severable.

M. [Section 13.] Effective Date. This Proclamation shall
take effect as of the date it is executed and except as may
subsequently be amended, shall remain in effect through
December 31, 1987.

DECEMBER, 1987 COMMUTATIONS OF INMATES
WITHIN THE DIVISION OF CORRECTION

WHEREAS, Each of the inmates listed on the attachment to this
Executive Order was convicted in this State by a court of
competent jurisdiction and has served a substantial portion
of the sentence imposed;

WHEREAS, Each of the inmates is sentenced to and is in the
custody of the Commissioner of Correction;

WHEREAS, The Commissioner of Correction and the Maryland Parole
Commission have reviewed and recommended the commutations of
sentences of the inmates sentenced in the Division of
Correction; and

WHEREAS, Assurances have been received from the Commissioner of
Correction and the Maryland Parole Commissioner that:
