WILLIAM DONALD SCHAEFER, Governor

of the Governor's Special Committee on the Port of Baltimore
is appropriate to accommodate additional representatives of
the General Assembly.

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY AMEND EXECUTIVE
ORDER 01.01.1987.16 AS FOLLOWS, EFFECTIVE IMMEDIATELY:

A.  The Special Committee

There is a Governor's Special Committee on the Port of
Baltimore.

B.  Membership and Procedures

(1)  The Special Committee shall consist of at least
[17] 19 members appointed by the Governor. Of the members
appointed, the Special Committee shall include:

(a) [2] 3 members of the House of Delegates
nominated by the Speaker of the House;

                            (b) [2] 3 members of the Senate nominated by the

President of the Senate;

(c)  At least 7 representatives from the private
business sector and the general public;

(d)  4 ex-officio members or their designees from
the following State agencies:

(i) Department of Budget and Fiscal Planning;

(ii) Department of Personnel;

(iii) Department of Transportation; and

(iv) Department of General Services; and

(e)  2 ex-officio representatives from the
Governor's staff.

(2)  The Governor shall appoint the Chairman of the
Special Committee.

(3)  The Governor may remove any member of the Special
Committee for any cause adversely affecting the member's
ability or willingness to perform his or her duties.

(4)  In the event of a vacancy, the Governor shall
appoint a successor for the remainder of the life of the
Special Committee.
